While the arms on the winged dragon look...as un-awkward as you can make them, I guess, (it takes a bit more shoulder-blade than that to support four upper extremities!)
you more than salvage that with the rest of the anatomy. This is a tight-muscled, small-boned, beautiful beast, appropriate to feeding and flight in such a nutrient-poor Great Australian/Martian desert-like surface. I can just touch that diaphanous wing membrane.
The color scheme...what delicious cherry honey it is! While at first glance, the color variation seems limited, you cleverly juxtaposed frail greens, white light-spots and fur, dusty chaparral, and the vein-gorged pink of the wings among other stuff, so that the color becomes fascinating. x2 for the smooth value gradation.
I'd die trying to differentiate the character from her background in such a subtle manner, particularly around the head and torso...I could just stare at that for days.
I'm getting the impression of delicate strength. Its the reality you produced, Silverone, that distracts me enough to dismiss -- What shoulder-thingy, now?

The transparency of the wings is wonderful! Alot of artists forget that the wing membranes are often partially see-through. Very nice!
